As far as the Inland Revenue was concerned, they thought I was EMPLOYED by Carers ALL because I had told them and had provided proof in the form of bank statements and entitlement letter, that i was CLAMING Carers Allowence. They had read the bank statements and had not read the entitlement letter and it took me 4 weeks to prove that I wasn't working. I spent those 4 weeks living in fear of the postman and every knock on the door in case it was the DWP claiming I was being fraudulent!! My Council tax and housing benefits were stopped and we lived off the kindness of my parents handouts.
How hard it is to be professional?

That sounds awful and very frightening.

Am I imagining things or are they deliberately developing a climate of fear and hounding people. There seems to be so much more talk of fraud and benefit theft and false claims and threatening government advertisements about it. Genuine claimants who may be very vulnerable seem to get caught up in it and bullied.

I think most people are (at least I am) daunted by filling in forms. This attitude, stance that the government are taking at the moment is bound to put even more people off from claiming.
What is worse is that it does seem to be aimed at the most vulnerable and the most in need. The fact is the cheeky ones who are determined to make fraudulent claims won't be put off.

Did HMRC stop your Tax Credits? Just trying to see why it affected your CTB and HB, were you getting Income Support at that time? Although CA is taxable it should not have affected your Tax Credits unless you have a partner who is working and it took you over the limit. It would have made no difference if HMRC considered you working or not, the only tax records the DWP check are the PAYE figures for NI contributions which would tend to indicate if someone is working and getting paid enough to start paying NI contributions.

As far as fraud goes, there is actually very little benefit fraud especially when you compare it to VAT fraud which runs at 10 times the monetary value but goes untargeted by HMRC.

It should also be noted that fraud is a criminal offence and only the police can arrest you and charge you with it, DWP staff do not have the right to charge you with anything. Its also worth bearing in mind that as a criminal offence the standard of evidence must be "beyond reasonable doubt" so if it can be shown that there is reasonable doubt for the evidence they must inevitably present, then you cannot be found guilty. This is why they rely on people being pressured into accepting false statements and incriminating themselves.

The pressure is very great to make sure you do not forget to tell each concerned agency of any changes. In the last month,our endowment policy has actually paid out, and just about covers our mortgage, (miracle),my 20 year old son has got summer work, my 17 year old daughter has been offered part time work, at the end of her college course,so all of these had to be dealt with immediately, befoe anyone could accuse us of being fraudulent, at the same time, I was ill with a chesct infection, my 20 year old was rushed into hospital very ill with complications due to his diabetes, Social services were putting a lot of pressure on me to attend varying meetings about my elder son, who has Downs Syndrome, and my husband who is also disabled through varying problems, had to try to deal with anything else that cropped up,. and to put off appointments for me, on behalf of our son,as well as getting taxis for himself to attend hospital appointments, and be back in time to meet our elder son, on his arrival home from day care!

All the news about fraudulant incapacity benefit claimants doesn't help, as the media now tends to lump everyone together, and it is becoming very stressful.Last night, I actually watched a programme on BBC 4called The Late edition live, where a comedian made the audience laugh by saying that people on incapacity benefit could sit on street corners to urinate on obese people to make them walk faster and lose weight.I am appalled that the most vulnerable in Society are allowed to be laughed at and made fun of in this way.

I agree with what Lily has said, as there have been many times that I have felt bullied, and the week leading up to Christmas each year seems to be the prime time for every agency to send out forms that have to be filled in by the beginning of January.I always try to use Christmas week as a week off from all form filling and telephone calls except to family.
